The weakening of democracy has emerged as a major theme of the 21st century as both established emerging democracies experience, democratic backsliding and rising political polarization. In this climate, democracy promotion has featured in the election platforms of all Canada’s major political parties and remained popular with the Canadian public. But has the policy ever been put into practice? Should it be? And if it is, what form should it take?
