CIC Victoria: What’s going on – US Foreign Policy

Luncheon presentation on “What’s going on: US Foreign Policy”. Mr. Harvey Rishikof will discuss the recent developments in US foreign policy highlighting US-Canada relations and the evolving strategic environment. Issues to be addressed will include potential emerging cyber conflict frameworks, the future of nuclear deterrence, and the dynamics of domestic US politics.
Mr. Harvey Rishikof is the ‘Director Military Commissions and Convening Authority’ at the US Department of Defense and the co-chair of the American Bar Association’s (ABA) ‘National Task Force on Cybersecurity and the Law’. An advisor to the Harvard Journal on National Security, he was formerly the senior policy advisor to the Director of National Counterintelligence at the Office of the Director of National Intelligence. He was also the Legal Counsel to the Deputy Director of the FBI and the Administrative Assistant to the Chief Justice of the US Supreme Court.
Specializing in national security law, civil and military courts, terrorism, international law, civil liberties, civilian/military relations, governmental process, and the U.S. Constitution, he most recently was senior counsel at Crowell & Moring, Dean of Faculty at the National War College, and held a joint appointment at Drexel University in the law school and the iSchool, College of Information Science and Technology.
A frequent briefer at the Canadian Forces College, Mr. Rishikof has authored many publications and monographs including the article “Morality, Ethics, and Law in the War on Terrorism (The Long War),” and co-edited a book, “Patriots Debate” (2012). His most recent book publication is “The National Security Enterprise: Navigating the Labyrinth” (2nd ed 2017). Born in Montréal, he attended McGill and remains an avid Habs fan.
