Speakers’ Biography
Dr. Stephan Haggard is Professor of Korea-Pacific Studies, director of the Korea-Pacific Program, and distinguished professor of political science at the School of Global Policy & Strategy at the University of California, San Diego. He has written extensively on the political economy of North Korea with Marcus Noland, including Famine in North Korea: Markets, Aid, and Reform (2007), Witness to Transformation: Refugee Insights into North Korea (2011) and most recently, Hard Target: Sanctions, Inducements, and the Case of North Korea (2017). He co-authors the “North Korea: Witness to Transformation” blog at the Peterson Institute for International Economics. He is also the current editor of the Journal of East Asian Studies and a member of the US Council on Foreign Relations.
Dr. James Boutilier is the Asia-Pacific Advisor at Canada’s Maritime Forces Pacific Headquarters. He attended Dalhousie University (BA History, 1960), McMaster University (MA History, 1962), and the University of London (PhD History, 1969). Dr. Boutilier has held posts at various universities throughout his career, including the University of the South Pacific in Suva, Fiji, Royal Roads Military College in Victoria, BC, and the University of Victoria. Dr. Boutilier’s field of expertise is Asia- Pacific defence and security. He has written extensively on maritime and security concerns. He lectures nationally and internationally on political, economic, and security developments in the Asia-Pacific region.
