Speakers’ Biography
Jerome Sauvage is a French national, resident in NYC. He was educated at La Sorbonne (Maitrise, Administrative Law, 1981) and at Johns Hopkins School of Advanced International Studies (MA, 1983). Since 2015, he has worked as a consultant in international development and humanitarian matters. His prior work with the UN included assignments in Pakistan, India, Cambodia, Madagascar, Vietnam and New York. More recently he worked as UNDP Resident Coordinator in the DPRK, and as Deputy Director in the UNDP Washington Office.
Dr. Victor V. Ramraj was appointed as the Director of CAPI in September 2017 and has been a Professor in the Faculty of Law and CAPI Chair in Asia-Pacific Legal Relations at the University of Victoria since 2014. Dr. Ramraj spent 16 years of his academic career at the National University of Singapore (1998-2014) and was twice seconded to the Centre for Transnational Legal Studies in London, UK. He has spoken to audiences on six continents and his research interests include comparative constitutional, administrative law, and transnational regulation—all with a focus on Asia—and the history of and regulatory challenges arising from state-company relationships in Asia. He is a regular participant in international workshops on comparative constitutional and administrative law and has also edited and co-edited several volumes for Cambridge University Press on counter-terrorism and emergency powers, including Emergency Powers in Asia: Exploring the Limits of Legality (2010).
