Speakers’ biography
Vice-Admiral Bob Davidson (retired) joined the Canadian Forces in 1977 in the Naval Reserve. He was selected for naval officer training in 1978, and subsequently served in various ships and establishments on the east and west coasts. He later transferred to the Regular Force in order to specialize in submarines. A graduate of the Royal Navy Submarine Commanding Officer Course (the “Perisher”), his first Command was the submarine HMCS OJIBWA in 1989-90.
Over the ensuing years, he deployed on many sea going operations and held command appointments, including Commander Submarine Division in the Fifth Maritime Operations Group, Command of the Fourth Maritime Operations Group, Deputy Commander Canadian Fleet Pacific, and Commander Canadian Fleet Atlantic.

Staff assignments were held at NDHQ, Ottawa, at NATO HQ, and he was Senior National Representative to U.S. Central Command in Tampa Florida. From July 2012 until July 2016, Vice-Admiral Davidson was appointed to serve as the Canadian Military Representative to NATO in Brussels.

Vice-Admiral Davidson has completed Canadian Forces Command and Staff College and the National Security Studies Programme at Canadian Forces College, and the Advanced Leadership Programme at the Canadian School of Public Service. He holds a Bachelor of Science degree in Mathematical Sciences and a Masters in Business Administration.

Dr. Vladimir Prebilič holds a BA in geography and history and a MSc in Defense Studies from the University of Ljubljana, Slovenia. At the doctoral level, his research focused on military history primarily while studying at the University of the German Federal Armed Forces in Hamburg.

In 2004 and 2005 he was employed as a research fellow with the United States Department of Defence and later became a lecturer in the Defense Study Department where he taught military history, geopolitics, military geography and Euro-Atlantic integration and was the Chair of the Department from 2007 until 2011. More recently, he has been conducting different research projects for the Slovene Education Ministry and Slovene Government with a special emphasis on modern citizenship, multiculturalism and patriotism and military history.

In addition, Dr. Prebilič has authored more than 60 articles and four books and has been a speaker at many scientific international conferences. He was elected as mayor of the Kočevje municipality in Slovenia (17,000 inhabitants) in 2010 and was re-elected in 2014 as non-party member. He has also been a guest speaker at numerous Council of Europe workshops in many eastern European states such as Ukraine, Moldova, Albania, and Georgia with a focus on local governance. Dr. Prebilič is currently a Visiting Research Fellow at the University of Victoria’s Centre for Global Studies.
