CIC Victoria: China Rising: What lessons can we learn from the 19th Party Congress?

Ambassador Saint-Jacques will address the emergence of China as a world power, its leadership, reform program and relations with Canada in the wake of the recent 19th Party Congress. One of the department’s most admired “China hands”, Ambassador Saint- Jacques has had direct experience of China over the period of gradual reform and opening up. He served two separate tours at the Embassy in Beijing prior to his appointment as Ambassador 2012-2016.
Speaker’s Biography
Guy Saint-Jacques joined the Department of External Affairs in 1977, holding office in New York, Mexico City, Kinshasa, Hong Kong and Washington. He has also been Deputy High Commissioner in London and posted three times to Beijing. During his career, he also held several senior positions in Ottawa Headquarters, and acted as Chief Negotiator and Ambassador for Climate Change. He was Ambassador Extraordinary and Plenipotentiary for Canada to the PRC until 2016, which was his fourth assignment in China. Since his retirement, Mr. Saint-Jacques works as an adviser through his company GS+ J Groupe-conseil Inc and is a Senior Fellow at the China Institute of the University of Alberta and the Institute d’ētudes internationales de Montrēal. He holds a B.Sc. (Geology), University of Montreal and M.A. (Land Planning and Regional Development) from Laval University.
