CIC Vancouver: Canada and Asia Pacific Security: Are We Back in the Game?

The CIC Vancouver Branch cordially invites you to attend the first Law Courts Luncheon of the new year on Monday, January 25th, 2016 with Dr. James Boutilier.
Dr. Boutilier will be presenting a lunch time talk entitled “Canada and Asia Pacific Security: Are we Back in the Game?” at the Law Courts Inn, Law Courts Building located at 800 Smithe Street.
Canada is an interestingly trifurcated nation; with deep ethnic and organizational links to Europe, profound economic ties to the United States, and growing migratory and commercial bonds with Asia. Ottawa, however, has been slow to exploit the magnitude of developments in Indo Pacific region. Indeed, our regional performance has been spotty and inadequate particularly at a time when the nation’s economic and security well-being are increasingly tied to developments in Asia. This luncheon presentation explores the reasons for Canada’s failure to realize the region’s potential and address the security challenges therein.
Dr. James Boutilier is the Special Advisor, N39 – International Engagement at Maritime Forces Pacific Headquarters, Canada’s west coast naval formation, in Esquimalt, British Columbia. Dr. Boutilier attended Dalhousie University (BA History, 1960), McMaster University (MA History, 1962), and the University of London (PhD History, 1969). He has held posts at various universities throughout his career, including the University of the South Pacific in Suva, Fiji, Royal Roads Military College in Victoria, British Columbia and the University of Victoria. Dr. Boutilier’s field of expertise is Asia-Pacific defence and security. He published RCN in Retrospect in 1982 and has written extensively on maritime and security concerns. He lectures nationally and internationally on political, economic, and global security developments.
