CIC Halifax: The other three amigos: internationa negotiations – Cuba, Mexico and the U.S.

It’s hard to imagine now, but Cuba, Mexico and the United States successfully negotiated, by January, 2017, a trilateral maritime boundary agreement. The agreement, deemed essential to any normalization of diplomatic relations between Cuba and the U.S., was signed before the Trump inauguration.

Galo Carrera, a member of the Mexican delegation to these negotiations, will provide an insider’s view of a delicate and complex trilateral negotiation process and assess the current status of the agreement and prospects for diplomatic relations between Cuba, Mexico and the U.S.
Speaker’s Biography
Galo Carrera is Honorary Consul of Mexico in Nova Scotia and a special adviser on international boundaries to the Government of Mexico. Dr. Carrera is a research associate for marine affairs at Dalhousie University, a visiting professor at the World Maritime University and a recognized world expert in Maritime Boundary Delimitation.
