CIC Halifax: Navigating the New World Disorder – Risks and Opportunities for Canada

Dr. Maria Banda will discuss some of the major global security risks facing Canada in this century.
After the end of the Cold War, Canada and its North American neighborhood seemed poised for a century of peace and prosperity. This expectation was reflected in our liberal internationalist foreign policy in the 1990s that sought to promote human security abroad through targeted policy interventions. Developments building up over the past 20 years, however, point to a more chaotic and dangerous century.
In particular, Maria will discuss how climate change acts as a threat-multiplier and what this means for Canada’s new foreign policy priorities.
Speaker Bio
Dr. Maria L. Banda is an international lawyer and Graham Fellow at the University of Toronto’s Faculty of Law. She practiced law in Washington, D.C., focusing on public international law, international arbitration, and international litigation, and worked with several international organizations, including the UN Office of the High Commissioner for Human Rights, the International Labour Organization, and the World Trade Organization in Geneva, Switzerland, as well as the UN Special Representative’s team on Business and Human Rights at the Harvard Kennedy School. She clerked for Justice Ian Binnie and Justice Michael Moldaver at the Supreme Court of Canada. She is a graduate of the University of Toronto (Hon. BA), Harvard Law School (J.D.), and Oxford University (D.Phil., International Relations), where she studied as a Rhodes and a Trudeau Scholar. She writes on international and environmental law, global governance, Canada-U.S. relations, and climate change. She is a Visiting Attorney at the Environmental Law Institute in Washington, D.C., a member of the IUCN World Commission on Environmental Law, an Advisor to the Canadian Centre on the Responsibility to Protect, and Senior Fellow at the Canadian International Council.
