CIC Halifax: Insights on Saudi Arabia and the Middle East

Dennis Horak, until recently Canada’s Ambassador to Saudi Arabia, will share his unique and extensive insights on Saudi Arabia and the Middle East, addressing regional security and economic issues, human rights and implications for Canada.

Speaker’s Biography

Dennis Horak joined the foreign service in 1987. Prior to serving as Canada’s Ambassador to Saudi Arabia, Bahrein, Oman and Yemen (2015-August 2018), he was posted to Stockholm (1989-90) and Warsaw (1990-93), after which he held positions in Ottawa in the UN Division and the Peacebuilding and Democratic Development Division. His first posting to Saudi Arabia with cross accreditation to Yemen, Oman, Kuwait, Bahrain, Qatar and UAE was from 1996-99. He then returned to Ottawa to serve in the Middle East Division, responsible for Iraq, Iran and Egypt. After a posting to London (2002-6), in Ottawa he was the director for the Gulf and Maghreb, after which he returned to the Middle East as head of mission in Iran 2009-2012. Before returning to Saudi Arabia as ambassador, he served from 2012-2015 as the director of the Middle East Division. He holds a BA Hon in Political Science from York University and a Masters from the London School of Economics.
