Canada’s official development assistance program is now almost sixty years old, dating from our participation in the Colombo Plan in 1950. It has been the object of a great deal of well-meaning advice, and in recent years of scathing criticism. Adam Chapnick examines the reasons for our failure to develop an effective program, and proposes remedies.
