He taught history for many years at the University of Waterloo, was Member of Parliament for Kitchener from 1993-1997, and former General Editor of the Dictionary of Canadian Biography.

His works of Canadian political and diplomatic history include biographies of Lester Pearson and Pierre Trudeau, and most recently a history of Arctic sovereignty entitled Ice and Water: Politics, Peoples, and the Arctic Council.
